Climate and the Economy
The Climate & Economy policy group supports policies that make use of the market place to reduce emissions in Hawai'i. Policies considered:

Electric Mobility Rebate Program

Amend the existing rebate program for electric mobility devices to encourage the purchase of electric bicycles, mopeds, and other micro-mobility devices to reduce transportation emissions

Address what environment the policy will start as a pilot program in; urban or rural. Possibility of more deaths by accident in urban, less needed/harder to drive on in rural areas

Benefits : Reduce living costs, ease road traffic, limitations of current electric bike rebate program = not being more inclusive to more groups of people

Gasoline Displacement Incentive

Subsidize the purchase of EVs

Based on how much gasoline the driver consumes annually (higher gasoline consumption : higher subsidy)

Study shows if implemented at the National level, it would be more effective than current federal system (flat $7500)

Carbon Cashback Bill
-
Amends the environmental response, energy, and food security tax to address carbon emissions. Incrementally increases the tax rate over time. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on taxpayers.
